Data Governance Committee

Terms of Reference

Role

The Data Governance Subcommittee is a sub-committee of the Institutional Effectiveness Committee (per IEC RSA 2019-2020), a standing committee in the College’s participatory governance process. The Data Governance Subcommittee recommends to IEC policy and procedures related to institutional data and effectiveness.  The Subcommittee will meet on a monthly basis.

In particular, the Data Governance Subcommittee is responsible for the following –

  • Recommend new policies and policy changes concerning the management, quality, security, and use of data
  • Oversee the implementation of the work dictated by data-related policies
  • Establish standard business rules for data collection, sharing, and reporting to streamline operations across the College
    • Identify the college data elements to be collected including its authoritative definitions and values for each and the primary authoritative sources
    • Create and maintain a data collection and reporting calendar
    • Eliminate the collection of redundant and unnecessary data through periodic reviews
    • Approve all new data collections and changes to existing collections
    • Work with the IT team to determine the sensitivity of each data element and the corresponding level of security required
  • Identify, prioritize, track, and resolve critical data issues through the Data Stewards Working Groups 

Members

  • Membership of the Subcommittee shall be comprised of the incumbents of the following positions:

    • Director of Institutional Research and Assessment
    • Data Analyst
    • Web and Database Administrator
    • Director of Admissions and Records
    • Grant Coordinator
    • Director of Financial Aid
    • Administrative Assistant, WAVES
    • Representative of Human Resources Department
    • Director of FABS

     

  • The Subcommittee will form Data Steward Working Groups to resolve critical data issues that span more than one program area. In addition to the core members of the Data Governance Subcommittee, the following are also identified as Data Stewards by virtue of their staff role charged with managing data and held accountable for ensuring the quality of specific data elements within a particular program area –

    • Registrar
    • Director of Library
    • Associate Dean of Learning Support
    • Director of Counseling
    • Director of TRACC
    • Account Receivable/ Student Accounts
    • Director of Physical Plant
    • Director of Security

     

    The Data Steward Working Groups are responsible for –

    • Defining and documenting the source of the shared data issue
    • Defining the goals of resolving the issue
    • Creating well-documented steps, roles, and due-dates to resolve the issue
    • Providing updates to the Data Governance Subcommittee
    • Documenting and communicating the solution to the Data Governance Subcommittee
